PGP is led by Thomas Barber, CEO, and Arsalan Barmand, Managing Partner.

Thomas Barber is a hyperscale data centre development expert with over 15 years of experience delivering large-scale, mission-critical projects across the region. With a background spanning both operations and commercial leadership, Thomas brings a dual focus on project delivery and financial oversight.

As an RICS-certified quantity surveyor and experienced Operations Director, he has deep expertise in cost control, contractor negotiation, and complex project execution.

Prior to founding PGP, Thomas held senior roles directing multi-million-pound contracts across hyperscale developments. He has led teams that consistently deliver on time, on budget, and to spec.

Thomas holds an MBA from the University of Cambridge and a degree in Environmental Building Surveying from the University of Plymouth.

Arsalan Barmand is a strategic growth and commercial leader with 16 years of experience across digital infrastructure, real estate development, and complex programme delivery. With a background spanning high-growth startups, global enterprises, and advisory roles, he brings a dual focus on commercial strategy and market execution.

Prior to PGP, Arsalan held senior commercial and partnership roles at growth-stage technology and real estate companies in the US, and has advised infrastructure and energy companies across the UK and North America.

Arsalan holds an MBA from London Business School, an MSc in International Political Economy from the London School of Economics, and a BA in International Communications from The American University in Washington, DC.
